Some sociopath did this...even if caught, our tax dollars will provide a free attorney and some liberal judge will listen to some baloney story about being abused as a child while he cries crocodile tears and gets off Scot Free. Wish they had checked the dog for hair and skin dna like they do with a corpse. I'd like to see tougher laws on this, because studies say that 100% of serial killers start with animal torture and move up...this would be a preventive measure we could count on.
